Explanation:

A special level of retardation classified somewhere between "retarded" and "vegetative". The term was coined when Johhnybells found out that Bert didn't know about the feature on most cellular phones that when you hit "Send" when the phone is not ringing, you get a menu of your last incoming and outgoing calls. Apparently only Bertards are not privy to such information.
